This procurement project implements the relevant policies and regulations of government procurement in support of small and medium-sized enterprises, energy-saving products, and welfare enterprises.

（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）具有通信工程施工总承包三级及以上资质；
（5）具有安全生产许可证（有效期内）；
（6）拟派项目负责人具有通信与广电工程专业一级注册建造师执业资格，具备有效的安全生产考核合格证书；
（7）本项目专门面向中小企业采购。
